Proposed changes

Hello, I work for the U.S. National Agricultural Library - and I wanted to propose a couple changes to this article to add balance and give more information about the Center and it's research. I would also like to add information pertaining to bills/laws related to the center. NOTE: I do NOT want to remove any of the information already in the article.

- Brief information about the bills that closed the Naval Ammunitions Depot and moved it into USDA's jurisdiction and that renamed the center after Roman L. Hruska.

- Add information about how the U.S. Animal Welfare Act is applied to USMARC and the Agricultural Research Service's Humane Animal Care Policy: https://www.hsdl.org/?view&did=768459

- Add information about: Land Grant University partnership/work; germplasm evaluation; and breeding & genetics research
