Lots of wrong stuff here.

A treatment IND does not just treat an immediate life-threatening disease but I am too tired to fix this. I did remove a lot of stuff. None of the cited links actually work anymore, unfortunately. Needs fresh references and more context. Some actual and current rules (the article should not be sourcing a biotech blog):
