Confused

The article's third sentence does not make sense to me. It is "When the filibuster failed to materialize, General Clarke and several hundred followers decided to establish an independent state on hunting grounds reserved for the Creek Indians west of the Oconee River." What filibuster is referred to here? Has something been left out? Tim Ross (talk) 15:41, 7 February 2010 (UTC)[reply]

A map was posted to the Dodge County historical page on Facebook (You know you have lived in dodge county if) apparently from "Guardians Of The Valley" by Edward J. Cashin.
