Source for claim that Coelho authored ADA?
[edit]I was quite surprised to read in this article the claim that former Rep. Coelho authored the Americans with Disabilities Act. I was particularly surprised since the ADA was passed in 1990, after Coelho resigned from Congress "amid accusations of financial impropriety" (to quote the NYT). Are there any reliable sources for this claim of authorship? Right now, the article provides no sources at all, and the only materials I've been able to find on the Web (at least as of this point) that make the claim are bios that appear to have been issued by Coelho's office.
An archive of ADA-related materials housed on the website of Georgetown University Law School contains a page from the Congressional Record that credits Rep. Coelho as the "chief sponsor" of the legislation.
