I believe more specifically (I can look up the official guideline if needed) the criterion is that the reference should be something meaningful about the subject of the article, not just the work that references it. An example would be if the reference in the novel led to a great increase in consumption of the candy. This reference is of significance neither to the candy nor the novel and I've taken it out.
