According to this website (I'm not sure if this is the botanical garden you are looking for, since the page at the link you provided lists several), it was established in 2003 (although this was preceded by a number of unsuccessful attempts). As for the synagogue, it was, according to the Russian Wikipedia article, built in 1911, but I don't have access to the sources used in that article to verify this, although this (not particularly reliable) article corroborates this date.
