Civil Rights Legislation
[edit]I read in Kabaservice's book "Rule and Ruin" that Thomas Curtis proposed the first Civil Rights Act in 1963, several months before Kennedy was forced to do so by the Republican initiative. Curtis' statute borrowed heavily from the progressive Republican platform of 1960, plus added stronger sections on public accomodations. I've not been able to confirm this, but if it's true, it's an important feature of Thomas Curtis' biography.
