Off-Year Elections in Kentucky

The article says: "Stovall was elected Secretary of State of Kentucky in 1956, 1964 and 1972, and state treasurer in 1960 and 1968." Kentucky has off-year elections. The link to her statement re; the ERA is dead. Very dead; 404s, and I had to go all the way back to 2001 at archive.org to find a snapshot that didn't also seem to be a 404: https://web.archive.org/web/20010303093157/http://womeninkentucky.com/site/public_service/T_Stovall_statement.html
