I suspect that while the average doctor's surgery is not notable, this probably qualifies on architectural grounds, it's won some awards and the WAN piece quotes the CABE Design Review Panel as saying : "In our view this scheme is noteworthy for its originality and the quality of its design." I'm not quite sure about the name though - The Waldron seems to be the architect's name for it, but "Waldron Health Centre" seems to be the WP:COMMONNAME.
