Not a refugee

This person was born in India and is a proper Indian citizen of Tibetan descent. He didn't flee from anyone. Of course he couldn't just enter Tibet, as Indian citizens need a visa. You are not entitled to visit the country just because your forebears were from there. The Tibetan aristocracy and slaveholders decided to leave the country.
