Rarity?

In the voluntary control section, there's a citation to an NIH study that claims voluntary control is extremely rare. However, it appears that a lot of different sources online are claiming that different amounts of the population have this ability. Anyone know more about this? Voluntary contraction sounds like a cat's purr to me
