"TVöD, a grade of academic ranks in Germany" is not correct
[edit]TVöD stands for "Tarifvertrag für den öffentlichen Dienst" which translates to "collective wage agreement for public servants". This contract covers ALL (federal and municipal, but not state) public servants who are not bureaucratized in Germany. While it includes definitions of paygrades which you might call "rank" and also covers teachers and professors it is much more than a "grade of academic ranks in Germany".
