About Empty weight

The reported empty weight of 4500kg for su-28 seems unusual. A realistic range would be between 7-9 tonnes, which is 40-50% of it's total MTOW, consistent with the su-25's weight distribution. Su-28's dead weight(4500kg) constituting roughly 26% of its MTOW seems unlikely; considering the fact that this aircraft is based on su-25 and is roughly same in size (dimensions).
