First look under Wikipedia's new article review process
Thanks for your work on this article. As a part of Wikipedia's new article review / curation process I just took a first look at the article.
In my opinion, this topic, to the extent visible in the article does not meet Wikipedia's notability guidelines which is a requirement for existence of a separate article on topic. This guideline is described at WP:Notability and in the specialized guidelines linked at the beginning of that page which provide somewhat of an alternate. The core element of wp:notability is that there are some independent published sources which covered the topic of the article in depth. If you feel that the topic will be able to meet Wikipedias notability guidelines, my suggestion is to bolster those areas of the article.
I have not marked the article as reviewed. This means that in the near future, another new page reviewer (or possibly me) will take a look at it again. I have not nominated the article for deletion. If I can be of assistance, or if there are any questions, or if you would like me to review the article after any changes are made, please ping me or write me on my talk page.North8000 (talk) 12:44, 9 March 2020 (UTC)[reply]
As an another new article reviewer, I agree that more evidence is needed of Ms. Holbert's notability. The most likely possibility is news coverage for any projects or efforts she may have headed while working in government. ---DOOMSDAYER520 (Talk|Contribs)15:46, 16 March 2020 (UTC)[reply]
