Clarification needed

The article currently gives the impression that Studienrat can apply - without qualification - to a junior professor at a university. Does this apply only to teacher training? Is this only in some states? If so which ones? Is a Studienrat at a university always a "Studienrat im Hochschuldienst"? Some of the text and sourcing might be misleading to a reader who is not aware that education is (by and large) the responsibility of the Land (federated state), not the Bund (federal level). I'm not sure if the significance of the current text will be clear to readers who are not aware that teachers at state schools and universities are typically "civil servants" (rather than public salaried employees), but not necessarily exercising sovereign authority, as the term might suggest to some).--Boson (talk) 21:45, 26 November 2015 (UTC)[reply]
