Much of this discussion appears to derive from an online source on www.classical net - unless theirs is lifted from this Wikipedia original. (Neither appears to acknowledge the other) Whichever came first, the first movement allegro exposition surely starts with a gesture which includes the arpeggio described as a separate theme from -after the brief pause - its natural lyrical response.
