Material removed, reclassify as stub

I took the liberty of deleting the body of this article; the claims made therein were mostly factually incorrect, and much of the material was off-topic.

Someone with the expertise to do so should reclassify this article as a stub.

One or two of the claims made, including perhaps the sentences on the work of Jane Jacobs (which were not cited), may have been salvageable. So, it may be appropriate to undo some parts of my deletion, but Wikipedia doesn't need an article with a major division entitled "The Street-Corner Black men".
