Best practices for sources?

When possible, I'm trying to cite ISFDB for the "source" of a publication, since it has a fairly extensive works list for Peck (though it is limited to SF). Sometimes I have to cite the publication itself... that seems circular. The guidelines on bibliographies just said that the source should be verifiable. Are circular citations even worth including? I've found two more stories that aren't on this list. "She that withheld the knife" was a free story for people who signed up for Steven Peck's mailing list in 2017.
