Universal Sovereignty
[edit]Unsure if it should be included, the concept of Universal Sovereignty as expressed by the Qing Dinasty that no other ruler but the Emperor can rule over territory or subjects and it can't be ever given away. That governance and controls doesn't equal sovereignty. And futhermore, also the current policy argument used by the People's Republic of China for the application of laws in Hong Kong. The PRC also, via the "The Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region", can apply their laws to anyone, anywhere, independant of local/ regional sovereignty. It can also be akin th policies of the USA , or other countries about extra judicial, extra-territorial killings.
