In regards to this topic, the writer means conservative Democrats who always votes Republican in the South? This was the case since L.B.J. pushed the Civil Rights cause in 65. He was told he would lose the South in the next election by the conservative wing. They were correct. They also blocked bills such as above when Kennedy was in there. Why he wasn't able to get anything done. The South was protecting their own interests. Though there are conservative Democrats in some districts and senate such as Robert Byrd.
