Congress' vs. Congress's

[edit]

The construction Congress's should be preferred over Congress'. When Googling the former, the first hit is the Washington Post, an authority if there ever was one on Congress. — Preceding unsigned comment added by 170.140.214.254 (talk) 02:56, 22 February 2006 (UTC)[reply]

That sounds reasonable. bd2412 T 04:44, 22 February 2006 (UTC)[reply]

Funding Percentage

[edit]

The article as-is cites the amount to be withheld as 5% of highway funding. However, a hidden comment in the page code references the 10% figure. The actual directive was to withhold 5% the first year of noncompliance, and then 10% per year thereafter. Any reason for the 10% figure to be hidden? Thoughts on including the full 5%/10% info in the article, or is that getting too far off topic? —Preceding unsigned comment added by 24.2.143.40 (talk) 20:06, 2 August 2009 (UTC)[reply]

Great catch! Edit made. - Walkiped (T | C) 18:31, 11 October 2020 (UTC)[reply]

Twenty-Eighth Amendment?

[edit]

The article cites the Twenty-Eighth Amendment to the U.S. Constitution, however it links to the Twenty-First Amendment. Is it possible that the references to the Twenty-Eight are actually meant to be references to the Twenty-First. As far as I know, there is no Twenty-Eighth Amendment to the U.S. Constitution presently. Uvula (talk) 20:42, 24 January 2010 (UTC)[reply]
