Funding Percentage
[edit]The article as-is cites the amount to be withheld as 5% of highway funding. However, a hidden comment in the page code references the 10% figure. The actual directive was to withhold 5% the first year of noncompliance, and then 10% per year thereafter. Any reason for the 10% figure to be hidden? Twenty-Eighth Amendment?
[edit]The article cites the Twenty-Eighth Amendment to the U.S. Constitution, however it links to the Twenty-First Amendment. Is it possible that the references to the Twenty-Eight are actually meant to be references to the Twenty-First. As far as I know, there is no Twenty-Eighth Amendment to the U.S. Constitution presently. Uvula (talk) 20:42, 24 January 2010 (UTC)
