Are Flemish and Dutch the same language?

Yes, they are the same language. Flemish is simply a nickname for Belgian Dutch. Although they may have some differences in vocabulary and accent, all grammar/major spelling are the same. A Dutch speaker from Holland and a Dutch speaker from Flanders speak the same language.
