Is this article focused on the festival or the backing organization?

It seems inconsistent. The infobox and Performers section focus on the festival. Other sections frame their content in terms of the organization. I think it's completely appropriate to discuss the backing organization, but it seems more natural for the article to primarily discuss the festival itself, with the Organisation heading being dedicated to discussion of the company that backs it. I just did some work on the article, but I don't feel confident that I understand which topic the article is primarily focused on.
