The MRD/PRD/FRD requirements process is not the only extant process, nor is it (in my experience) the most prevalent these days. Many businesses are using the Rational Unified Process to gather and document requirements instead. Typically, the product manager works with a requirements analyst who documents the high level requirements in use cases.
