There are different rules and practices for redirects and articles. Redirect titles are rarely seen by readers and it's normal to leave a poorly named redirect behind when moving an article. It's possible to create a new article at the redirect or to nominate the redirect at Wikipedia:Redirects for discussion, but nothing has to be done.
