"Predictions of environmental issues are sometimes corrected via legislation or behavior change and thus never happen"

True, but consider that statements popularly taken to constitute predictions are in point of fact often conditional statements: if we do not act, then such and such will happen. Such a conditional is not rendered invalid by the consequent being averted.
