"A citizen of the province..."- This is a bit strange. As in most other countries the citizenship of Sweden is connected to the country and not to any of the provinces or counties. You cannot be a "citizen of Scania" or a "citizen of Dalecarlia", but just a "Swedish citizen". I the USA there no "Texan citizens", even if the USA is a federal state. Sweden is not a federal stat. ah
