Notability

Does this person pass Wikipedia:notability (academics)? Her fellowships don't make her notable, and I don't think the Ralph Bunche Award by the American Political Science Association does either. I'm not familiar with law and politics, so I don't know if her publication record is significant per Wikipedia:notability (academics).
