esc semi final 1996

No, for two reasons... 1) It wasn't a semi-final as such, not in the way semifinals are currently. In 1996, it was a qualification process to whittle down the number of participants from 29 to 24. 2) There isn't a record of what points were awards during that qualification round in 1996, so how would we know which country to allocate the points to? ...hope we've cleared up that. Belarus every year from the moment of the debut in 2004 has given points to Russia the highest point of 12 points, except 2009 when it gave to the 12th representative of Norway of the Belarusian origin, and to Russia 8 and in 2011 Belarus stated Russia the lowest point in history - 5.
