- Kelvington is a placename in Saskatchewan, and is just Kelvington. See also List of communities in Saskatchewan and List of rural municipalities in Saskatchewan. The Rural Municipality is numbered as are all rural government RM's across the province. The rural system of municipalities was started (actually first named Local Improvement Districts LID) to provide the rural areas with policing, fire protection, road system maintenance, bridge construction and this type of administration - rather analogous to the duties of city hall in an urban community.
