Merge with Rondo neighborhood

I propose merging Rondo Days with Rondo neighborhood. Rondo Days is not a distinctly notable event separate from the context of the neighborhood. Almost half of the text of the article is about the Interstate 94 construction and its lasting impact, which is background information about the neighborhood itself. The festival can be covered in the Legacy section or within its own breakout section, which would strengthen the Rondo neighborhood article and provide important context there about the Rondo of today.
