Resignation

I've added the HHS notice announcing his departure. Note this was simply 6 days before the end of the Trump administration, so I think "he resigned" is undue weight to include in the lead and could be construed as leaving due to wrongdoing. His departure may have had something to do with his mid-January commission to the council of the Administrative Conference of the United States, which he was apparently forced out of shortly after Biden took office. --Animalparty!
