Missing basic informatoin

For instance - in which country, and in which language, was this paper/magazine published? Some googling turned up traces of at least 3-4 current publications with the same name - the article may be mixing up 2 or more of them.

Pronunciation

Although the title comes from French (where it is pronounced [ʁəve`j]), in British and Commonwealth English the word is rendered as if it were spelt ruh valley; contrasting with the American pronunciation of reh`-vuh-lee. The word itself means waking up, and comes from military use, where it is the name for a piece of bugle music (different compositions in UK and US use) used to wake troops from sleep in the mornings.
