What is meant here? If China Sunergy had a fixed-price agreement with REC and spot price dropped, why does CS find itself bound to prices "well below spot"?

August 19th all 250 employes in Herøya (Porsgrun) and 169 employes in Kristiansand were informed that they will be temporarily laid off due to the exceptional power-prices in southern Norway. I do not know what happened in 2011/12, but the factories are still there - and is likely to be restarted if the power-prices drop. (Rain in Norway or peace in Ukraine). The irony of a solar-panel producer being shut down due to lack alternative power is a hot political topic in Norway right now. In october 2021 the company was bought by Reliance Industries Ltd.
