POV: FAO's Open Foris reference

In the section on "Monitoring, measurement, reporting and verification", part of "Main elements of REDD+", a paragraph wad added about the Open Foris open-source software tools published by FAO. Apart from the fact that it should not appear in this section of the article (which is about defining REDD+ and its elements), it comes across as promoting a POV with two references to FAO sites, a link to the FAO wikipage and no critical assessment of any kind. In addition to this, there is a self-reference to the current article and the paragraph is inaccurate ("international reporting for REDD+ MRV"; there is no such thing). Seeing that the contributor of the paragraph writes frequently about FAO-related forestry topics, this contributor appears to be affiliated with FAO's Forestry Department, raising the COI issue (self-promotion).

In my opinion this paragraph should be deleted. If others see value in it, then it ought to be moved to the section on "Implementing REDD+" with POV addressed.
