Flag or symbol?

I was surprised to find no mention of gay culture under symbols, but eventually realised it's under flags. The purpose of a flag is to display a symbol, but the same symbol is often used in many ways - printed matter, clothing, badges and wall paintings etc. Which makes me think the two sections might be better merged into one?
