Explodes without releasing fragments?

How does an explosion not produce shrapnel or fragments?

An explosion may not produce shrapnel or fragments if there is no solid product. For example the ignition of a small amount of glycerol tri nitrate will produce a visible flash and an audible bang but no solid material.

deep space missions,

The article says:

RDX / nitrocellulose: Gas generator, unsuitable for deep space missions, burn rate dependent on pressure.
