Modify article to acknowledge end of pilot period

Please note for transparency that I work for Purchase for Progress. The Purchase for Progress (P4P) pilot period ended in 2013, [1] making this post outdated. First, the text should be in past tense, in other words, stating what the pilot "aimed" rather than "aims" to do. Secondly, as the pilot period of P4P has ended, some text explaining the future of the initiative could be useful. I suggest: "WFP's 2014-2017 Strategic Plan states that it will continue increasing the amount of food it buys from smallholder farmers, and working with governments and other buyers to support farmers to access markets."
