Use of quotation marks

The page says: Article 3 states that protection of the Antarctic environment as a wilderness with aesthetic and scientific value shall be a "fundamental consideration" of activities in the area.

I do not find the phrase "fundamental consideration" anywhere in article 3. http://www.nsf.gov/od/opp/antarct/anttrty.jsp

really..the entire treaty text doesnt say anything remotely like that. Article III in particular doesnt have anything to do with environmental protection Gjxj (talk) 12:44, 11 November 2016 (UTC)[reply]

Well that's because you're looking at the wrong document, the 1959 Antarctic Treaty - not this one under discussion, which is the 1998 Protocol on Environmental Protection, an addition to that. - Snori (talk) 05:24, 13 August 2019 (UTC)[reply]
