Unpaid charges

As it states: Schedule 4 of the Act would have the effect of making it possible to reclaim unpaid parking charges from the registered keeper of a vehicle in cases where it is not known who was driving at the time of the charge notice being issued.

I wish to say that this is unclear whether it refers to council or private, the statement above deems private clamping illegal and it would appear that this also applies to the private companies. Where British authorities are concerned, it is already an offence to uphold the information of who was in charge of the vehicle if a council penalty is issued and the Road Traffic Act requires the registered keeper (or the owner) to know at all times who is driving his vehicle and that the third party has insurance. If however this does apply to private firms, they still have a million and one obstacles blocking them from exacting money and even taking a would-be offender to court (such as a civil law which forbids companies from seeking amounts that go beyond their losses).

Criminal Records/DNA Deletion

The Government has agreed to comply with a Court Ruling to relax information held regarding old and minor convictions and cautions [1]

Regarding DNA deletion, DNA of up to a million people is expected to be deleted by September 2013. [2]
