It does not infact serve to only promote an entity or product. There is no discussion of a particular company. It only discusses a new industry similar to content managent in an unbiased manner. The references for this article are from trustworthy sources discussing the proposal process and management of proposals.

I understand your point. However, as the article stands right now, it reads to be an advertisement, and, due to the history of the edits, it makes it seem like you have a close connection to this topic. Articles in a state like this should not be released into the article space; all issues that could qualify it for speedy deletion are removed should be removed first. To avoid WP:CSD, I would recommend moving this article to User:Alester10/sandbox or User:Alester10/Proposal software, and continue to work on it there until you have written it in a manner that will not qualify it for deletion per WP:CSD.
