- Yes. The country we refer to by the name Serbia and Montenegro - was a federation until 2003., back then it had a different name. This article should not be "splitted" (the word you're looking for is Split). The only one that's doing anything confusing - is you. At this time there is clearly no consensus for your "two countries" POV nonsense. Only if you split the main article is it at all conceivable to split this one.
