No relation? to the former mayor of Phoenix Arizona? (or, is he?)
Both articles have pictures, and I don't see the resemblance. The articles don't have much resemblance either: the birthdates differ, the colleges differ, and one traveled with President Bush in 2008 while the other worked on Obama's campaign in 2008. So unless you know of some other reason to think they're the same, besides that they're both in politics, I could make a disambiguation page (they look like Philip Gilbert (disambiguation)). It would also include Phil Gordon, best known for poker, and Phil Gordon (actor). And each article would get a WP:Hatnote telling readers "For others with similar names ..."
