The name phenomenal conservatism should have a capitalized initial C either (1) in both the article and its title, or (2) in neither. Since the article title uses lower case, I've changed the bolded initial occurrence accordingly. Perhaps someone more knowledgeable about the subject should make the final call, bearing in mind Wikipedia's style conventions' tendency to be sparing in the use of capitals.
