I would say that U.S. Junior Champion + mysterious disappearance is enough for an article. The DVD set of Chess Life scans I have only covers 1933–1975, so you would have to find someone with magazines in 1978. It's possible that Chess Life didn't report his disappearance at the time; this is suggested in one of the responses at http://tartajubow.blogspot.com/2010/03/peter-winston-mystery.html. The best coverage is a piece in the Sept. 2007 CL which I also don't have, but might be able to look up at the library.
