Is he suppose to be a paraody of a Hanna Bara character that is a pink cat?

Billy actually lost his hand and his eye in two separate incidents on the same episode. The hand was lost during the underground quiz that was actually a dog fight. The eye was lost while assisting professor Phantomos, later Phantom Limb, in an experiment gone wrong.
