Confusion with Under-Secretary of State for the Home Department?

@Philafrenzy: Slight concern about Scrope Barnard 1789 (presumably Scrope Bernard-Morland) overlapping with June 1789: Scrope Bernard on Under-Secretary of State for the Home Department. Not v.sure what to make of it. A source - https://archive.org/details/bookdignitiesco00haydgoog/page/n195/mode/2up - has both Bernard and John King (also on this list as a perm sec) as Under Secretaries of State. Not sure exactly what your Newsam F.
