Hi IP from Winnipeg You need to make your request at Wikipedia:Files for upload where someone who has a good understanding of fair use rationales will consider it. Please emphasise that Abels died 25 years ago - so the odds of a new photo appearing are slim. They may also want some "proof" that this is a picture of Abels, not anyone else, so I would let them see it at NYC LGBT Historic Sites Project rather than linking directly to the image. - Arjayay (talk) 16:21, 28 June 2017 (UTC)[reply]
