University/early military career

Can anyone help expand this section with dates? The panorama programme referenced (http://www.bbc.co.uk/programmes/p00kfytm) shows him as a cadet aged 19. Several sources (found by googling Patrick Mercer Oxford) show he joined his father's regiment AFTER graduating. Was he one of those select few who graduated at the age most people matriculated? However, I can't find any further details on his education. Position at 'Homeland Security'

Er, the article describes him as a "shadow minister for homeland security". Correct me if I'm wrong, but I don't believe the United Kingdom even has a 'department for homeland security'.
