"Missing title" errors in citations

This article is my only contribution to Wikipedia. I saw two flagged errors of this type when I looked at the page today. The first is in footnote 5.

I called up the page source for that URL, and there's an entry saying "<title>Presidents (1990-1999) : Security Council (SC) : United Nations (UN)</title>."

I don't want to try to fix anything that might break something else. If some kind soul could fix footnote 5 using the above page title (checked today), I'll check back sometime and use the same format to fix the other "title" error.
